《GB/T 11022-1999高压开关设备和控制设备标准的共同技术要求》由TC65(全国高压开关设备标准化技术委员会)归口,主管部门为中国电器工业协会。
本标准适用于电压3kV及以上,频率50Hz及以下的电力系统中运行的户内和户外的交流高压开关设备和控制设备。


1. General

1.1 Scope

This national standard is applicable to both indoor and outdoor AC high-voltage switchgears and controlgears that work in the power system of over 3kV voltage and less than 50Hz frequency.

Unless otherwise stated in the high-voltage switchgear and controlgear product standards, this national standard is applicable to all the high-voltage switchgears and controlgears.

1.2 Normative references

The following standards contain provisions which, through reference in this text, constitute provisions of the Specifications. For dated reference, subsequent amendments (excluding amending error in the text) to, or revisions of, any of these publications do not apply. However, the parties whose enter into agreement according to the Specifications are encouraged to research whether the latest editions of these references are applied or not. For undated references, the latest edition of the normative document is applicable to this standard.

2. Normal and Particular Use Conditions

Unless otherwise specified, the high-voltage switchgear and controlgear as well as their driving mechanism and accessories shall be used under their rated performances and the normal operating conditions stated in 2.1.

In case that the actual use conditions are different from the particular use conditions, the high-voltage switchgear, controlgear as well as their driving mechanism and accessories shall be designed according to special requirement from users as possible or an agreement shall be reached with the user (see 2.2).

Note:

1. Furthermore, proper measures shall be taken to guarantee other components, like the relay, can work normally under these conditions.
2. For detailed environmental condition classifications, please refer to GB/T 4798.3 and 4798.4.

2.1 Normal Use Conditions

2.1.1 Indoor Switchgear and Controlgear

A) The ambient air temperature shall not exceed 40℃ and the average within 24h shall not exceed 35℃.
The lowest ambient air temperature for the "- five doors" shall be -5℃, for the "- 15 doors" shall be -15℃ and for the "- 25 doors" shall be -25℃.

B) The influence from the sun radiation can be negligible.
C) The elevation shall not exceed 1000m.
D) The ambient air shall have no evident pollution from dust, fume, corrosive and/or flammable gases, vapor or smoke.

E) Humidity conditions are as follows:
--- the average relative humidity within 24h shall not exceed 90%;
--- the average vapor pressure within 24h shall not exceed 2.2kPa;
--- the average relative humidity monthly shall not exceed 90%;
--- the average vapor pressure monthly shall not exceed 1.8kPa.

Under such conditions, condensation may happen.

Note:
1. The sudden change of temperatures during the high-humidity period may cause condensation.
2. To resist the effect, like the insulation breakdown or metalwork erosion, caused by the high humidity and condensation, the switchgear designed for these conditions and tested according to these conditions shall be used.
3. Buildings or booths specially designed shall be adopted. In the transformer substation, proper ventilation and heating measures shall be adopted or the moisture-removal devices shall be adopted to prevent the formation of condensation.

F) The external vibration or ground movement of the switchgear and the controlgear are negligible.
G) In the secondary system, the amplitude value of the inductive electromagnetic interference shall not exceed 1.6kV.
