Introduction
GB/T 13016-2018: Principles and methods for building a standardization system
| Dimensions | Old version of the standard (GB/T 13016-2009) | New version of the standard (GB/T 13016-2018) |
|---|---|---|
| Core content | Mainly based on the compilation of standard system tables | Expanded to principles and methods for building a standard system |
| Definition of terms | “Environment” and “boundary” are not clarified | New key terms: environment, boundary, standard system model |
| Scope of application | Applicable only to enterprise standardization work | Extended to the planning and evaluation of various standard systems |
I. Core principles for building a standard system
1. Clarity of objectives: The construction of a standard system must be guided by clear business objectives to ensure that standardization work is synchronized with the strategic development of the organization.
2. Comprehensiveness: The standard system should cover all relevant areas and avoid missing key links or subsystems. This requires a comprehensive needs analysis and current situation survey during the planning stage.
3. Hierarchical appropriateness: The hierarchical structure of the standard system must be scientific and reasonable. It usually includes different levels such as national standards, industry standards, group standards and enterprise standards to ensure the scope of application and coordination of the standards.
4. Clarity of division: The division of each subsystem should be based on industry or professional characteristics to avoid duplication or conflict of standards due to administrative boundaries.
II. Methodology for building a standard system
1. Determine the standardization policy and objectives
Before starting the construction of a standard system, the following key points need to be clarified:
- Supported business strategic objectives
- Short-term and long-term construction vision
- Standardization implementation strategies and principles
- System scope and boundaries
2. Investigation and research
Fully understand the status quo of standardization at home and abroad, and evaluate the existing standard foundation and existing problems. The key to this step is:
- Collect relevant standard cases inside and outside the industry
- Analyze existing standardization research results
- Clearly define the actual needs of users for the standard system
3. Analysis and organization
Based on the standardization policy and objectives, analyze the structural relationship of existing standards from multiple dimensions (such as type, field, level, function, etc.). This step needs to focus on:
- Determine the core standard categories (common standards and individual standards)
- Clearly define the logical relationship between standards at all levels
- Establish a standardization object life cycle model
4. Prepare a standard system table
Specific steps include:
- Determine the standard system structure diagram: Select a hierarchical structure, sequence structure or other combination method, and clarify the name and content of each subsystem.
- Prepare a detailed list of standards: List all the standards to be adopted and formulated, including international, national, industry and enterprise standards, and mark their responsible departments and implementation dates.
- Write a compilation statement: Elaborate on the background, objectives, basis and coordination relationship with other systems of the system construction.
5. Dynamic maintenance and update
The standard system is not static and needs to be evaluated and optimized regularly. The key points of dynamic management include:
- Track technological development and market demand changes
- Supplement newly released or revised standards
- Adjust standards that are no longer applicable
III. Suggestions for the implementation of the standard system
1. Establish an efficient management mechanism: Set up a special standard management department and clarify the responsibilities and collaboration processes of each relevant department.
2. Strengthen training and publicity: Carry out systematic training for users of the standard system to ensure that relevant personnel understand the content of the standard and implementation requirements.
3. Learn from advanced international experience: Refer to the methodology of international standardization organizations such as ISO and IEC, and carry out localized innovation in combination with domestic actual conditions.
4. Pay attention to data support: Use information technology tools to establish a standard database to achieve dynamic management and efficient query of standards.
