《GB/T 13460-2008再生橡胶》由TC35（全国橡胶与橡胶制品标准化技术委员会）归口，主管部门为中国石油和化学工业联合会。
本标准代替ＧＢ／Ｔ１３４６０―２００３《再生橡胶》。本标准规定了再生橡胶的分类、要求、试验方法、检验规则及包装、标志、贮存和运输等。
本标准适用于由各种废旧橡胶制取的再生橡胶。 本标准与ＧＢ／Ｔ１３４６０―２００３的主要差异如下：
―――再生橡胶按品种分类，改为按制取再生橡胶所使用的材料来源和质量进行分类（见第４章）；
―――将轮胎再生橡胶、胶鞋再生橡胶、杂胶再生橡胶和浅色再生橡胶统归为一类，即通用型再生橡胶，并将轮胎再生橡胶类按原料细分的四个类别改为特级、优级、一级和合格，特级下分二个等级（见第４章的表１）；
―――增加一类浅色再生橡胶（见第４章的表１）；
―――将“低污染再生橡胶”一类删除；
―――增加了二个新再生橡胶胶种：乙丙再生橡胶和丁腈再生橡胶，并增加乙丙再生橡胶和丁腈再生橡胶的鉴定配方（见第４章的表１）；
―――将丁基再生橡胶细分的三类简化为一类（见第４章的表１）；
―――测试名称由“水分”改为“加热减量（见６．２．２）；
―――增加有害物质限量（见５．３）；
―――修改通用型再生橡胶和丁基再生橡胶的鉴定配方（见６．３．３．１的表３）；
―――修改再生橡胶物理性能测试试样制备的混炼程序和硫化条件（见６．３．３．１的表４、表５）。
