《GB/T 13800-1992手动轮椅车》由TC148（全国残疾人康复和专用设备标准化技术委员会）归口，主管部门为民政部。
本标准规定了手动轮椅车的术语、型号、安全性能、试验方法、检验规则及标志、包装、运输和储存等。本标准适用于供行动困难的残疾人、病人及年老体弱者做代步工具的各种手动轮椅车。本标准不适用于残疾人竞技用车。
Scope
This standard specifies the terms, models, safety performance, test methods, inspection rules and signs, packaging, transportation and storage of manual wheelchairs. This standard applies to all kinds of manual wheelchairs used as transportation tools for the disabled, the sick and the elderly and infirm with mobility difficulties. This standard does not apply to sports vehicles for the disabled.
