《GB/T 16644-2008信息技术 开放系统互连 公共管理信息服务》由TC28（全国信息技术标准化技术委员会）归口，主管部门为国家标准化管理委员会。
本标准定义了应用服务元素(公共管理信息服务元素)。像GB/T9387.4的OSI管理框架所定义的那样,在集中或分散管理环境下,为了系统管理的目的,由应用进程来交换信息和命令的应用服务元素。本标准位于GB/T9387.1的应用层,它根据GB/T17176提供的模型予以定义。
本标准定义:
---构成应用服务元素的一组服务原语;
---在每一服务原语中传递的参数;
---每一服务原语语义描述所需要的任何信息。
本标准不定义:
---意图提供定义服务的任何实现特征;
---与借助该服务交换的信息或命令相联系的语义;
---由服务用户完成的管理方式;
---服务使用引起的任何交互特征。
以上不要求符合本标准。

Scope

This standard defines application service elements (public management information service elements). As defined in the OSI management framework of GB/T 9387.4, in a centralized or decentralized management environment, for the purpose of system management, an application service element is exchanged by an application process for information and commands. This standard is located at the application layer of GB/T 9387.1, which is defined according to the model provided by GB/T 17176. This standard defines: - a set of service primitives constituting an application service element; - the parameters passed in each service primitive; - any information required for the semantic description of each service primitive. This International Standard does not define: - any implementation characteristics intended to provide a definition of the service; - the semantics associated with the information or commands exchanged by means of the service; - the manner in which administration is done by the user of the service; - any interaction characteristics resulting from the use of the service. The above are not required to comply with this standard.
