《GB/T 16645.1-2008信息技术 开放系统互连 公共管理信息协议 第1部分：规范》由TC28（全国信息技术标准化技术委员会）归口，TC28SC6（全国信息技术标准化技术委员会数据通信分会）执行，主管部门为国家标准化管理委员会。
GB/T16645的本部分规定了由应用层实体使用的用来交换管理信息的协议。
本部分规定:
---在应用实体间传输管理信息的规程;
---所使用的公共管理信息协议的抽象语法和相关编码规则;
---正确解释协议控制信息的规程;
---实现这一部分要满足的一致性要求。
本部分不规定:
---借助CMIP发送的管理信息的结构或意义;
---作为CMIP交换结果来完成管理的方法;
---导致CMIP使用的相互作用。

Scope

This part of GB/T 16645 specifies the protocol used by application layer entities to exchange management information. This part stipulates: - the procedures for transmitting management information between application entities; - the abstract syntax and related encoding rules of the common management information protocol used; - the procedures for correctly interpreting the protocol control information; - the realization of this part must meet consistency requirements. This standard does not specify: - the structure or meaning of management information sent by means of CMIP; - the method by which management is accomplished as a result of CMIP exchanges; - the interactions leading to the use of CMIP.
