《GB/T 16686-1996信息技术 信息交换用数据压缩 具有嵌入字典的自适应编码 DCLZ算法》由TC28（全国信息技术标准化技术委员会）归口，TC28SC23（全国信息技术标准化技术委员会光盘分会）执行，主管部门为国家标准化管理委员会。
本标准规定了无损的压缩算法，以减小用8位字节编码表达信息所要求的位数。此算法称为DCLZ(根据Lempel和Ziv的数据压缩)。
Scope
This standard specifies lossless compression algorithms to reduce the number of bits required to express information in octet codes. This algorithm is called DCLZ (Data Compression after Lempel and Ziv). This standard specifies neither a policy for resetting the dictionary nor a policy for freezing the dictionary, since they are implementation-dependent. This algorithm is especially useful when information must be recorded on interchangeable media. Its use is not limited to this application.
