《GB/T 17174.2-1997信息处理系统 文本通信 可靠传送 第2部分:协议规范》由TC28（全国信息技术标准化技术委员会）归口，TC28SC6（全国信息技术标准化技术委员会数据通信分会）执行，主管部门为国家标准化管理委员会。
本标准规定了可靠传送服务素服务(GB/T 17174.1)的协议(抽象语法）和规程。本标准规定了实现这些规程的系统的一致性要求。
Scope
This standard specifies the protocol (abstract syntax) and procedures of the reliable delivery service element service (GB/T17174.1). RTSE service is provided together with Association Control Service Element (ACSE) service (GB/T16688), ACSE protocol (GB/T16687) and presentation service (GB/T15695). RTSE procedures are defined in terms of: a) the interaction between peer RTSE protocol machines using ACSE and presentation services; b) the interaction between RTSE protocol machines and their service users. This International Standard specifies conformance requirements for systems implementing these procedures.
