Analysis of key technical requirements

1. Photoelectric performance indicators

Luminous efficiency requirements: The luminous efficiency of bare lamps is divided into 5 grades (36-64 lm/W) according to the power. The luminous efficiency of lamps with covers must reach 85% of the standard value, and that of reflector lamps must reach 70%.
Example: The minimum luminous efficacy of a 15W daylight color (RR) bare lamp is 57lm/W, while a lamp with a cover of the same specification must have a luminous efficacy of ≥48.45lm/W

Implementation suggestions

  1. Self-ballasted fluorescent lamps manufacturers need to focus on:
    • Products with a mercury content of >5mg and a ≤30W rating will be prohibited from production after 2025
    • Additional configuration of UV radiation test equipment
  2. Testing agencies should note:
    • Start-up time test requires the use of the integrating sphere method in Appendix A
    • Requirements for the ratio of the luminous flux measurement sphere diameter to the lamp size

Background of standard evolution

This revision responds to the requirements of the Minamata Convention on Mercury and strengthens mercury pollution control. Technical aspects:

  • Introduction of non-liquid mercury process (rise time relaxed to 120s)
  • Refined mercury content classification (micro-mercury level requirement ≤1mg)
  • Added special limits for UV radiation from reflector lamps
