Introduction

Core changes in the standard revision

Comparison dimensions 1999 version 2021 version Technological evolution
Core indicators Fuel unit consumption rate EEOIM index Introduction of environmental correction factor
Monitoring method Mainly manual recording Intelligent integrated monitoring Add online collection system
Evaluation system Two-level evaluation Three-level nine-grade scoring Refine weight allocation

Analysis of key technical indicators

EEOIM index calculation model

The modified ship energy efficiency operation index is calculated by the formula: EEOIM=Σ(FCjm×CFj)/(mcargo×D), where:

  • FCjm is dynamically compensated by the wave correction factor Awave and the wind correction factor Awind
  • The drag coefficient values of typical ship types are shown in Appendix A of the standard. The recommended value for container ship headwind conditions is 0.7-0.9
  • The monitoring data collection frequency is required to be 1-4 hours/time to ensure the timeliness of environmental parameters

Implementation and application suggestions

Data collection system construction

Suggested ships to be equipped with:

  1. Fuel flow meter in accordance with ISO8217 standard, with accuracy level not less than 0.5
  2. Ship motion attitude monitoring sensor, sampling frequency ≥1Hz
  3. Integrated data recording terminal, storage period ≥3 years

Score optimization strategy

Score range Improvement direction Expected effect
60-75 points Improve SEEMP documents +20 points (management item)
75-85 points Optimize speed strategy EEOIM reduced by 3-5%

Industry impact analysis

The implementation of the new standard will promote:

  • The market size of ship energy efficiency monitoring equipment will increase by more than 12% annually
  • The transformation rate of existing ship monitoring systems will be ≥ 80% by 2025
  • A national unified ship energy efficiency big data platform will be established
