《GB/T 17969.1-2000信息技术 开放系统互连 OSI登记机构的操作规程 第1部分:一般规程》由TC28（全国信息技术标准化技术委员会）归口，TC28SC6（全国信息技术标准化技术委员会数据通信分会）执行，主管部门为国家标准化管理委员会。
本标准：a)规定一般适用于开放系统互连环境(OSIE)范围内的客体登记规程；b)规定出现这种登记的命名域的分层(级)结构；c)提供国际OSI登记机构的建立和操作指南；d)提供附加标准的指南，这些标准选用本标准的规程。在独立标准中包含了关于登记OSIE中的特定客体的信息。本标准适用于利用标准的OSIE内的登记、通过国际登记机构的OSIE内的登记以及通过要求担任登记机构的任何组织的OSIE内的登记。

Scope

This standard: a) specifies procedures for registration of objects generally applicable within the scope of the Open Systems Interconnection Environment (OSIE); b) specifies the hierarchical (level) structure of naming domains in which such registration occurs; Guidance for establishment and operation; d) guidance for providing additional standards which adopt the procedures of this standard. Note: This standard does not exclude or disallow the use of any grammatical form of the name, or any named city provided for registration purposes (these fields shall ensure that there is no ambiguity within their scope). This International Standard is intended to cover hierarchical names suitable for registration. Information on registering specific objects in OSIE is contained in separate standards. This standard applies to registrations within OSIE utilizing the Standard, registrations within OSIE through an International Registration Authority, and registrations within OSIE through any organization required to act as a Registration Authority.
