《GB/T 18216.5-2007交流1000V和直流1500V以下低压配电系统电气安全 防护措施的试验、测量或监控设备 第5部分：对地电阻》由TC104（全国电工仪器仪表标准化技术委员会）归口，TC104SC2（全国电工仪器仪表标准化技术委员会电工和电磁量测量设备分会）执行，主管部门为中国机械工业联合会。
本标准等同采用IEC 61557-5：1997，规定了低压配电系统中电气安全防护措施之使用交流电压测量对地电阻设备的要求。
