本标准适用于描述电子政务系统建设中可程序化的业务流程。本标准也适用于其他信息化系统在业务分析、业务设计和需求定义阶段的业务建模与需求建模，这些信息化系统包括军事信息化、企业信息与城市信息化等各种应用系统，本标准同时适用于各种管理规范文件的可视化规模。本标准的业务建模技术为如下方面提供了描述方法：――为形成规范化管理文件提供图示手段；――为从业务源头进行精细化建模来减少软件开发缺陷提供手段；――为业务建模、需求建模和软件建模平滑过渡减少交流差错提供手段；――为提取数据、设计电子文档、实现数据标准化提供手段。本标准的使用者为政府、部队与企业等方而后管理者、业务领域专家、业务分析员及从事软件开发的系统分析员等。

Scope

This standard is applicable to describe the programmable business process in the construction of e-government system. This standard is also applicable to business modeling and demand modeling of other information systems in the stages of business analysis, business design and requirements definition.
