《GB/T 19490-2004水上移动业务通信规则 总则》由348（交通运输部）归口，主管部门为交通运输部。
本标准规定了水上移动通信业务的基本管理要求。
本标准适用于从事水上移动通信业务的我国所有海(江)岸电台、专用电台、船舶电台(包括国际移动卫生船舶地球站)以及与我国水上遇险救助的航空器电台。国际船舶电台在与我国海陆空(江)岸电台通信时也应遵守本标准的规定。
Scope
This standard specifies the basic management requirements for maritime mobile communication services. This standard applies to all sea (river) shore stations, special stations, ship stations (including international mobile satellite ship earth stations) engaged in water mobile communication services in China, and aircraft stations participating in my country's maritime distress rescue. When international ship stations communicate with my country's sea (river) shore stations, they should also abide by the provisions of this standard.
