《GB/T 20917-2007软件工程 软件测量过程》由TC28（全国信息技术标准化技术委员会）归口，TC28SC7（全国信息技术标准化技术委员会软件与系统工程分会）执行，主管部门为国家标准化管理委员会。
本标准规定了标识、定义、选择、应用和提高软件测量所必需的活动和任务，并给出了软件业内常用的测量术语的定义。本标准适用于软件的供方和需方。

Scope

This standard specifies the activities and tasks necessary to successfully identify, define, select, apply and improve software measurements in a complete project or in an organization's measurement organization, and gives definitions of commonly used measurement terms in the software industry. This International Standard neither gives a classification for software measurements nor does it recommend measurements for software projects. This International Standard specifies a process that supports the definition of a suitable set of measurements that reflect specific information needs.
