《GB/T 21480-2008船舶与海上技术 油舱及水舱放泄装置》由TC137（全国船用机械标准化技术委员会）归口，主管部门为国家标准化管理委员会。
本标准规定了位于油舱及水舱舱底的焊接环座和放泄螺塞的尺寸及材料。
油舱和水舱以下列形式存在：
―――结构液舱，作为船体结构的一个完整部分的液舱；
―――独立液柜，位于适当的舱室和隔舱中的可拆分液柜。
本标准规定的放泄装置适用于以上两种舱柜。 本标准等同采用ＩＳＯ５４８３：２００３《船舶与海上技术 油舱及水舱放泄装置》（英文版）。
本标准等同翻译ＩＳＯ５４８３：２００３。
Scope
This standard specifies the dimensions and materials of welded ring seats and drain plugs located in the bilges of oil and water tanks. Oil and water tanks exist in the following forms: — structural tanks, tanks that are an integral part of the hull structure; — independent tanks, detachable tanks located in appropriate compartments and compartments. The discharge devices specified in this standard are applicable to the above two types of tanks.
