《GB/T 21654-2008顺序功能表图用GRAFCET规范语言》由TC27（全国电气信息结构、文件编制和图形符号标准化技术委员会）归口，主管部门为国家标准化管理委员会。
本标准规定了对控制系统中的顺序行为进行功能描述的GRAFCET规范语言、图形标识的符号、规则和说明。本标准也规定了GRAFCET图形表示的符号、规则及说明。本标准主要面向那些需要对系统（自动机械的控制命令、安全部件等）行为进行说明的人员（设计、生产和维修工程师等）。本规范语言也可作为自动系统的设计者和使用者沟通交流的手段。本标准代替ＧＢ／Ｔ６９８８．６―１９９３《控制系统功能表图的绘制》。与ＧＢ／Ｔ６９８８．６―１９９３相比，有如下改动：
―――作了全面的技术修订；
―――主要增加了以下概念：输入事件、内部事件、指定、分配、强迫作用、宏步和封装。

Scope

This standard specifies the GRAFCET ¹⁾ specification language for functional description of sequential behavior in control systems. This standard also specifies the symbols, rules and instructions for the graphical representation of GRAFCET. This standard also lays the basis for automatic production systems in industrial applications, no particular areas of application are excluded. Methods for developing specifications using GRAFCET are outside the scope of this standard. For example, the "SFC language" stipulated in GB/T 15969.3-1995 is not included, which specifies the programming language collection of programmable controllers.
