《GB/T 22696.1-2008电气设备的安全 风险评估和风险降低 第1部分:总则》由TC25(全国电气安全标准化技术委员会)归口,主管部门为国家标准化管理委员会。
本标准规定了电气设备安全风险评估的程序,还给出了实施风险评估的信息,描述了识别危险、预估和评价风险、风险比较以及必要的风险降低的程序。本标准不适用于对电气设备使用的风险评估,也未对电气设备的使用信息进行具体说明。


1 Scope

1.1 This part stipulates the procedures of risk assessment for electrical equipment safety. It also gives the information on implementing risk assessment, and describes the procedures of identifying dangers, estimating and evaluating risks, comparing risks and necessarily reducing risks.

1.2 This part is applicable to all kinds of electrical equipment with AC voltage of 1,000V and below and DC voltage of 1,500V and below, and puts forward the general principle of achieving safety during the safety risk assessment of the equipment. In this part, the knowledge and experience of design, manufacture, installation, use, maintenance, unexpected incidents and harm of electrical equipment are collected, so that the possible damage of electrical equipment risks to personnel and property is analyzed, the risks in each stage of the life cycle of electrical equipment are assessed, and the basic measures to reduce risks are put forward.

1.3 The purpose of this part is to provide guidance on how to make safety decision of electrical equipment and on how to form various documents proving that risk assessment has been implemented. If all the dangers listed in Part 2 of this standard are solved by adopting the corresponding international and national standards for professional product safety, it may be regarded that the necessary risk reduction is achieved as required in this part, and that the product is safe.

1.4 For electrical equipment with internally generated voltage higher than 1,000V AC and 1,500V DC, if the generated voltage is untouchable, the electrical equipment also falls into the applicable scope of this part.

1.5 This part is not applicable to the risk assessment of the use of electrical equipment, nor does it specify the information on the use of electrical equipment.
