《GB/T 21790-2008闪燃和非闪燃测定快速平衡闭杯法》由TC251（全国危险化学品管理标准化技术委员会）归口，主管部门为国家标准化管理委员会。
本标准为首次发布。本标准规定了在标准的测试条件下，色漆（包括水性涂料）、清漆、色漆基料、胶黏剂、石油及其相关产品，在-30℃~300℃的温度范围内所挥发出的易燃蒸汽被测试火焰点燃的能力的一种方法。与闪点检测器一起使用时，本标准也适合脂肪酸甲基酯的闪燃和非闪燃测试。本标准等同采用ＩＳＯ３６８０：２００４《闪燃和非闪燃测定　快速平衡闭杯法》（英文版）。

Scope

This standard stipulates that under the standard test conditions, the volatilization of paints (including water-based paints), varnishes, paint base materials, adhesives, petroleum and related products in the temperature range of -30 ° C to 300 ° C A method by which flammable vapors are tested for their ability to be ignited by a flame. This standard is also suitable for flash and non-flash tests of fatty acid methyl esters (FAME) when used with a flash point detector (see A.1.6).
