《GB/T 23154-2008进出口玩具填充材料安全要求及测试方法》由424-cnca（国家认证认可监督管理委员会）归口，主管部门为国家市场监督管理总局。
本标准规定了进出口玩具中填充材料的安全要求和测试方法。
本标准适用于下列设计或预定供１４岁及以下儿童玩耍的玩具内含的各种填充材料：
―――毛绒、布制玩具；
―――软体填充玩具；
―――液体填充玩具。
本标准不适用于下列材料或部件：
―――不以儿童为使用对象的和使用中要求监管或符合特殊条件的玩具中的填充材料；
―――最终目的不是做玩耍使用的模型、业余消遣品或休闲工艺品中的填充材料；
―――不是为１４岁及以下儿童设计的收藏品中的填充材料；
―――节假日装饰品中的填充材料；
―――安装于公共场所（如街道和商场）的玩具中的填充材料；
―――玩具内含的电池和电子、电器元件；
―――装入容器内的颜料、指甲染料或类似产品；
―――电池的电解质。

Scope

This standard specifies the safety requirements and test methods for filling materials in toys for import and export. It applies to various filling materials contained in the following toys designed or intended for children aged 14 and below: plush, cloth toys, soft-filled toys and liquid-filled toys. This standard does not apply to the following materials or components: filling materials in toys that are not intended for children and require supervision or special conditions during use; filling materials in models, amateur pastimes or leisure crafts that are not ultimately intended for play; filling materials in collectibles that are not designed for children aged 14 and below; filling materials in holiday decorations; filling materials in toys installed in public places (such as streets and shopping malls); batteries and electronic and electrical components contained in toys; paints, nail dyes or similar products in containers, and battery electrolytes.
