《GB/T 23342-2009往复式内燃机 回弹式绳索起动装置 基本安全要求》由TC177（全国内燃机标准化技术委员会）归口，主管部门为中国机械工业联合会。
本标准规定了内燃机用回弹式绳索起动装置的安全要求，可适用于陆用、轨道牵引和船用往复式内燃机，但道路车辆及航空用内燃机除外。本标准也可适用于筑路机械、土方机械及目前尚无合适标准可以使用的其他用途的内燃机。
本标准除规定安全要求外，还包括遵守这些要求的检验方法。
本标准仅涉及安装及使用回弹式绳索起动装置时的相关危险。
Scope
This standard specifies the safety requirements for rebound type rope starters for internal combustion engines, applicable to reciprocating internal combustion engines for land use, rail traction and marine use, except for road vehicles and aviation internal combustion engines. This standard is also applicable to internal combustion engines for road construction machinery, earth moving machinery and other purposes for which there is no suitable standard at present. In addition to specifying safety requirements, this standard also includes inspection methods for compliance with these requirements. This standard only deals with the hazards associated with the installation and use of rebound rope starters.
