《GB/T 23688-2009用能产品环境意识设计导则》由TC297（全国电工电子产品与系统的环境标准化技术委员会）归口，TC297SC2（全国电工电子产品与系统的环境标准化技术委员会环境设计分会）执行，主管部门为国家标准化管理委员会。
本标准规定了用能产品环境意识设计涉及的术语、环境意识设计的准备、环境意识设计的实施、通用环境意识设计要求以及特定环境意识设计要求。
本标准可作为用能产品进行环境意识设计的通用要求,供所有参与用能产品设计和开发的人员使用;本标准也可以帮助用能产品的用户了解用能产品的环境绩效。
本标准适用于依靠能源工作的电子电气产品。本标准不适用于交通工具的环境意识设计,不适用于不能独立投放市场、不能单独考核环境影响的用能产品及零部件。

Scope

This standard specifies the terminology involved in the environmentally conscious design of energy-using products, the preparation for environmentally conscious design, the implementation of environmentally conscious design, the requirements for general environmentally aware design and the requirements for specific environmentally aware design. This standard can be used as a general requirement for environmentally conscious design of energy-using products, and can be used by all personnel involved in the design and development of energy-using products; this standard can also help users of energy-using products understand the environmental performance of energy-using products. This standard applies to electrical and electronic products that rely on energy to work. This standard does not apply to the environmentally conscious design of vehicles, and does not apply to energy-using products and components that cannot be independently put on the market and whose environmental impact cannot be independently assessed.
