《GB/T 24110-2009进出口笔类产品笔帽和端盖安全要求及测试方法》由424-cnca（国家认证认可监督管理委员会）归口，主管部门为国家市场监督管理总局。
本标准规定了进出口笔类产品笔帽和端盖的安全要求及测试方法。本标准适用于设计或明示工14岁以下儿童使用的书写和标记笔类文具上的笔帽或笔头端盖。本标准不适用于下列产品或部件：a)不是设计给或明示供14岁以下儿童使用的书写和标记笔等，如珠宝笔、贵重的钢笔、专业技术笔类等；b)替换笔芯的笔帽及端盖；c)笔端橡皮擦及其保护盖。

Scope

This standard specifies the safety requirements and test methods for caps and end caps of pen products for import and export. This standard applies to pen caps or nib end caps on writing and marking pen stationery designed or expressly intended for use by children under the age of 14. This standard does not apply to the following products or parts: writing and marking pens, etc., which are not designed or expressly intended for use by children under the age of 14, such as jewelry pens, expensive fountain pens, professional technical pens, etc.; caps and end caps for replacement refills ; Pen end eraser and its protective cap.
