Scope
This standard establishes a general conceptual framework for health indicators in the field of health informatics. Its purpose is to facilitate the development of common vocabulary and conceptual definitions in the framework. The framework: - defines appropriate dimensions and subdimensions necessary to describe population health and healthcare system performance; - is broad (high-level) and applicable to a variety of healthcare systems; - is comprehensive and encompasses All factors related to health outcomes, health system performance and adoption, and regional and national differences are included. This standard does not identify or describe individual indicators or specific data elements within the conceptual framework of health indicators. Standards are to be developed on the metadata, characteristics and common attributes that may be included in the conceptual framework of health indicators. Benchmark definitions and/or methods for defining benchmarks are outside the scope of this standard.
