《GB/T 27610-2020废弃资源分类与代码》由TC415(全国产品回收利用基础与管理标准化技术委员会)归口,主管部门为国家标准化管理委员会。
Introduction
Background of Standard Revision and Technological Evolution
As an alternative version of GB/T 27610-2011, this standard responds to the national circular economy development strategy and focuses on solving three types of problems exposed in the implementation of the original standard:
- Insufficient matching between the classification system and the current industrial structure
- Missing emerging waste categories (such as composite packaging, lithium-ion batteries)
- Deficiencies in the applicability of code rules in actual recycling scenarios
Analysis of the core classification framework
| Classification dimensions | 2011 version | Main changes in the 2020 version |
|---|---|---|
| Number of major categories | 13 categories | Integrated into 12 categories (building materials and lighting fixtures deleted) |
| Typical additions | - | Waste composite packaging (Class 07), lithium-ion batteries (1303), etc. |
| Code structure | Industry + sequence code | Four-segment coding (industry + sequence + category + subdivision) |
Key technical changes
1. Optimization of code compilation rules
Adopt 9-digit hierarchical coding:
XXX-XXX-XX-XXXX = Industry (3) + Order (3) + Category (2) + Segment (variable)
2. Adjustment of key categories
- Waste textiles: Distinguish between textile industry sources (170) and recycling channels (519)
- Waste batteries: Add new categories such as lithium-ion batteries (1303) and fuel cells (1307)
- Waste electrical and electronic equipment: Clearly exclude CRT display devices (1401)
Implementation suggestions
- Industry adaptation: Manufacturing enterprises should focus on matching sources with GB/T 4754 industry codes
- System transformation: Recycling enterprises need to upgrade their ERP systems to support four-segment coding
- Data interoperability: It is recommended to establish a system with GB/T 39198 General Solid Waste Standard Mapping Relationship
Application Cases
After a certain recycling resource park adopted the new standard:
- Waste PET bottle flakes were accurately identified as 292-001-06-0101
- Power lithium battery classification efficiency increased by 40%
- Cross-regional transaction data consistency reached 92%
