本标准规定了电子文件管理系统(ElectronicRecordsManagementSystem,ERMS)建设的过程、方法和要求。
本标准主要适用于实施 ERMS的机关、团体、企业事业单位和其他社会组织(以下称机构),以及为机构提供 ERMS服务的咨询、研发和实施单位,为其设计、实施、使用和评估 ERMS提供方法和具体指导,也可供相关主管部门、科研教学机构参考。

Scope

This standard specifies the process, methods and requirements for the construction of Electronic Records Management System (ERMS). This standard is mainly applicable to agencies, groups, enterprises, institutions and other social organizations (hereinafter referred to as institutions) that implement ERMS, as well as consulting, research and development and implementation units that provide ERMS services for institutions, and provide guidance for their design, implementation, use and evaluation of ERMS. The methods and specific guidance can also be used as a reference for relevant competent departments and scientific research and teaching institutions.
