《GB/T 3221-1996柴油机动力内河船舶系泊和航行试验大纲》由TC130（全国内河船与水路运输标准化技术委员会）归口，主管部门为交通运输部。
本标准规定了新建内河船舶投入营运前必须进行的检查与试验。
本标准适用于以柴油机为推进动力的民用船舶常规项目的试验。对工程船、气垫船、水翼船和其他特种船舶的试验，亦可参照本标准规定编制试验大纲。

Scope

This standard specifies the inspections and tests that must be carried out before new inland waterway ships are put into operation. This standard applies to the tests of routine items of civil ships powered by diesel engines. For the tests of engineering ships, hovercraft, hydrofoil craft and other special ships, the test program can also be prepared according to the provisions of this standard.
