《GB/T 32451-2015航天项目管理》由TC425（全国宇航技术及其应用标准化技术委员会）归口，主管部门为国家标准化管理委员会。
本标准规定了航天项目群/项目管理要求，通过自上而下的方式，用于顾客和供方之间的合同关系有关产品保证的要求按相关标准的规定。
注：项目群是一系列项目的集合。在本标准中，“项目群”和“项目”可于相同背景下使用。
本标准作为航天项目管理的基础性文件，用以制定和协调顾客项目管理要求，指导供方完成这些项目管理要求。
本标准要求：
――不同顾客和供方的作用、职责和权限应明确
――顾客和供方活动应协调；
――顾客和供方间信息应互通；
――应建立稳定而严密的项目组织
――应用于不同项目群/项目的规则应尽可能规范化。
可根据实际情况进行剪裁。

Scope

This International Standard specifies aerospace program/program management requirements, using a top-down approach, for the contractual relationship between the customer and the supplier. Requirements for product assurance shall be in accordance with relevant standards. This standard serves as a basic document for aerospace project management, and is used to formulate and coordinate customer project management requirements and guide suppliers to complete these project management requirements. This standard requires: --The role, responsibility and authority of different customers and suppliers should be clear; --The activities of customers and suppliers should be coordinated; --The information between customers and suppliers should be exchanged; --Stable and strict projects should be established Organization; -- Rules applied to different programs/projects should be standardized as much as possible. It can be tailored according to the actual situation.
