Classification of Lightning Disasters According to the degree of casualties and economic losses, it is divided into four levels: extremely large, major, relatively large and general. According to different levels, the corresponding emergency response procedures are initiated.
Emergency Management Mechanism A disaster prevention and mitigation mechanism led by the government, coordinated by departments and participated by the society. Clearly define the division of responsibilities of people's governments at all levels and relevant departments.
Emergency response process Includes disaster reporting, preliminary response, on-site response and post-recovery. Strictly follow the flowchart in Appendix D.

Lightning disaster level classification is the core content of the standard. By clarifying the handling principles and response measures of different levels, it ensures that the disaster is effectively controlled. For example:

  • Extremely serious lightning disaster: causing the death of more than 4 people or direct economic losses of 5 million yuan or more.
  • Major lightning disaster: causing the death of 2-3 people or direct economic losses of 1 million to 5 million yuan.

Case Study: A severe lightning disaster occurred in a certain place, resulting in 4 casualties and damage to a building. The local emergency management agency quickly activated the secondary response mechanism, organized a rescue team to rush to the scene, and coordinated with the fire and medical departments to carry out joint disposal work.
