Introduction

In-depth interpretation of GB/T 35247-2017, the national standard of the People's Republic of China

Analysis of the background of standard formulation and technical evolution

GB/T 35247-2017 "General Technical Rules for Monitoring Product Quality and Safety Risk Information" aims to standardize the monitoring activities of product quality and safety risk information and provide unified technical guidance and operating specifications for relevant organizations. With the acceleration of globalization and the development of Internet technology, product quality and safety issues are becoming increasingly complex and diversified, and traditional single testing methods can no longer meet the needs of modern quality and safety management.

This standard was drafted based on GB/T1.1-2009 rules and was proposed and managed by the National Technical Committee for Consumer Product Safety Standardization. The background of its formulation mainly stems from:

  • The diversity and complexity of product quality and safety issues in the context of globalization
  • The wide application of Internet technology and big data analysis in quality and safety management
  • The deep integration and evolution of domestic and foreign standard systems

Core Principles and Framework

The standard proposes five basic principles: legality, protection, integrity, independence and timeliness. These principles run through the entire process of risk information monitoring to ensure the compliance and effectiveness of monitoring activities.

Core Principles Definition and Requirements Application Scenario Examples
Legality Principle The monitoring implementation subject, procedures and results must comply with national laws and regulations. Before conducting monitoring activities, it is necessary to ensure that the data collection and processing process complies with the relevant laws and regulations such as the Cybersecurity Law of the People's Republic of China.
Protection principle Establish an information control management system to ensure the security of circulation. In the processing of consumer complaint information, personal information must be encrypted and stored and authorized for access management.

Implementation suggestions

Based on the standard framework, it is recommended that organizations carry out product quality and safety risk information monitoring from the following aspects:

  1. Establish a complete monitoring system: Including corpus construction, information collection tool development and data analysis platform construction.
  2. Strengthen technical capacity building: In the data preprocessing stage, adopt federated databases, middleware and other technologies to achieve multi-source heterogeneous data integration.
  3. Focus on talent training and cooperation: Establish an expert team to improve monitoring efficiency and coverage through government-enterprise collaboration.
