- TalentID: adopts a globally unique encoding mechanism, and it is recommended to use UUID or institution prefix + serial number

- Date format: strictly follow the YYYY-MM-DD specification of GB/T 7408, and use 9999 to fill in the missing parts

Extended rules and methods
According to Appendix B/C, the following requirements must be followed for extension implementation:

- Verification mechanism: New elements must pass semantic conflict detection (e.g. they must not conflict with core element definitions)
