Standard formulation background and technical evolution analysis
Background: As the role of meteorological services in social and economic activities becomes increasingly important, the public's demand for meteorological information continues to increase. In order to quantitatively evaluate the quality of meteorological services, GB/T 35563-2017 came into being, providing a standardized basis for the scientific evaluation of meteorological services.
Technical evolution: From the early qualitative description to the current quantitative calculation, the evaluation of meteorological service satisfaction has gone through the following stages:
- Late 20th century: The concept of meteorological service quality was initially proposed
- Early 21st century: The basic evaluation index system was established
- 2010s: The multi-dimensional assignment model was introduced (as shown in Table 1)
Implementation suggestions
1. Data collection and processing: When conducting a satisfaction survey, the representativeness of the sample and the accuracy of the data should be ensured. It is recommended to adopt a stratified sampling method to cover different regions and meteorological service usage scenarios.
2. Questionnaire design optimization: Continuously optimize the questionnaire content based on user feedback to avoid ambiguity and bias in question design and ensure the validity of the survey results.
3. Result analysis and application: When calculating satisfaction scores, weights should be adjusted based on actual business scenarios. For example, in the disaster weather warning service, the weight of the "timeliness" indicator can be appropriately increased.
