Introduction

Professional interpretation of the National Standard of the People's Republic of China GB/T 35967-2018 Label Conformity Testing Guide

Background and significance of standard formulation

GB/T 35967-2018 Label Conformity Testing Guide was proposed and coordinated by the China National Institute of Standardization, aiming to standardize the conformity testing process of product labels. This standard is applicable to the testing of various types of product labels, covering personnel requirements, facilities and equipment, test procedures and sample management.

Comparison of Standard Frameworks

Dimensions GB/T 35967—2018 Comparison with International Standards Implementation Suggestions
Staff Requirements Comply with 6.1 of CNAS-CI01:2012, including initial review, testing, review and issuance personnel. Consistent with ISO/IEC 17025. It is recommended to train relevant personnel to ensure compliance with the requirements.
Facilities and Equipment Comply with 6.2 of CNAS-CI01:2012, and necessary testing equipment is required. Equipment accuracy must meet international standards. Equipment must be calibrated regularly to ensure accuracy.
Testing process Includes preliminary review, conformity testing, review, report issuance and filing. Consistent with internationally accepted testing processes. Optimize processes to improve efficiency.

Explanation of professional terms

Conformance Testing:A systematic check of the content indicated on the product label in accordance with relevant standards.

Conformity Assessment:A process of determining whether a product meets specific standards through document review, sample testing, etc.

Detailed explanation of the test process

7.1 Preliminary review

  • Review the certificate materials and label samples submitted by the client.
  • Confirm the completeness, integrity and authenticity of the materials, and record and sign for confirmation.
  • Sign the "Label Conformity Test Entrustment Form" (see Appendix A for the form).

7.2 Conformity test

  • Numerical test:Select appropriate measuring instruments, accurately read and record the measured values, make rounding according to GB/T 8170, and compare with the standard.
  • Non-numerical test:Test the label content according to relevant standards and determine it as "conformant", "non-conformant" or "not applicable".

7.3 Review

  • The reviewer shall conduct a comprehensive inspection of the original records, test reports and other materials.
  • Suspicious data shall be traced and verified, and communicate with the tester when necessary.
  • Sign and confirm after ensuring that the test results are accurate.

7.4 Test Report

  • The report shall be prepared in a standardized and unified manner, accurately describing each test item and the overall results.
  • Legal measurement units shall be used, and the content shall meet the requirements of CNAS-CI01:2012.
  • Signed and confirmed by the issuing personnel, and issued by the testing agency.

Implementation Suggestions

Sample Management:Appoint a dedicated person to be responsible for the reception, sampling, storage and disposal of samples, and establish a corresponding sample library for reference.

Record preservation: After the test is completed, the testing agency shall archive and preserve the relevant materials to ensure the security of the files and not disclose them without the consent of the client.
