Introduction

1. Background and significance of the standard

GB/T 36219-2018 "Energy Consumption Evaluation Method for Shipbuilding Enterprises" is to standardize and guide the energy consumption evaluation work in the production process of my country's shipbuilding industry, help enterprises quantify and analyze energy consumption levels, and thus achieve the goal of energy conservation and emission reduction. This standard is proposed and managed by the National Technical Committee for Standardization of Marine Ships and is applicable to all types of shipbuilding enterprises.

2. Interpretation of the core content of the standard

2.1 Energy consumption evaluation index system

The standard divides energy consumption evaluation into four main areas: comprehensive energy consumption, energy consumption of important processes, energy consumption of major energy-consuming equipment, and production management. Each area has specific secondary indicators, forming a comprehensive evaluation framework.

First-level indicators Second-level indicators Evaluation content
Comprehensive energy consumption Electricity consumption per 10,000 yuan of shipbuilding output value, comprehensive energy consumption per 10,000 yuan of added value, comprehensive energy consumption per modified gross tonnage Measure the overall energy utilization efficiency of the enterprise
Energy consumption of important processes Unit comprehensive energy consumption of steel processing workshop, painting workshop, assembly, dock/slipway, and wharf Analyze the energy consumption of key production links
Energy consumption of major energy-consuming equipment Air compressor unit, cutting machine, welding equipment, lifting equipment Evaluate the operating efficiency of high-energy-consuming equipment
Production management Management system, organizational structure, energy measurement, energy assessment, promotion of new energy-saving technologies, funding arrangements Optimize energy management system

2.2 Key indicator calculation formula and case analysis

Taking electricity consumption per 10,000 yuan of output value of shipbuilding as an example, the calculation formula is:

$$ P_{g} = \frac{P_{z}}{G_{z}} $$

Wherein: $P_{g}$ —— electricity consumption per 10,000 yuan of output value of shipbuilding (kW·h/10,000 yuan); $P_{z}$ —— total electricity consumption for shipbuilding business during the statistical year (kW·h); $G_{z}$ —— total industrial output value of shipbuilding business during the statistical year (10,000 yuan).

Case Analysis: Energy Consumption Evaluation of a Shipbuilding Enterprise in 2022

Assuming that the shipbuilding output value of a shipbuilding enterprise in 2022 is 500 million yuan and the power consumption is 150 million kW·h, then:

$$ P_{g} = \frac{15000}{50000} = 0.3 \text{kW·h/10,000 yuan} $$

This value shows that the energy consumption per unit output value of the enterprise is low, which is in line with the advanced level of the industry.

3. Implementation Suggestions

3.1 Technical Optimization Direction

  • Promote high-efficiency and energy-saving equipment, such as variable frequency welding machines and intelligent lifting machinery;
  • Optimize the operating efficiency of air compressor units and reduce the unit power consumption of air compressors;
  • Improve the cutting process and improve the utilization efficiency of the unit comprehensive energy consumption of the cutting machine.

3.2 Suggestions for Optimizing the Management System

  • Establish an energy management information system to realize real-time monitoring of energy consumption data;
  • Formulate an energy efficiency assessment system and incorporate energy consumption indicators into departmental and individual performance assessments;
  • Carry out energy-saving training and technical exchanges regularly to enhance the energy-saving awareness of all employees.
