Introduction
1. Standard Overview
This standard comprehensively regulates the evaluation indicators of national forest cities and is applicable to cities at prefecture level and above and county level cities. The new version mainly revised the definition of terms, deleted uncommon indicators and added new content such as experience services.
| Standard dimension | Cities at prefecture level and above | County-level cities |
|---|---|---|
| Forest coverage | Annual precipitation below 400mm: ≥25% (mountainous areas)/≥20% (plains) Annual precipitation 400-800mm: ≥30% (mountainous areas)/≥25% (plains) Annual precipitation above 800mm: ≥35% (mountainous areas)/≥30% (plains) | Annual precipitation below 400mm: ≥28% (mountainous area)/≥20% (plain area) Annual precipitation 400-800mm: ≥30% (mountainous area)/≥22% (plain area) Annual precipitation above 800mm: ≥35% (mountainous area)/≥24% (plain area) |
| Urban green coverage rate | ≥40% | ≥40% |
| Urban tree crown coverage rate | ≥26%, ≥20% in the area under its jurisdiction | ≥26% |
2. Background of Standard Revision and Technological Evolution
The new version has made many optimizations to the original standard:
- Added the "experience service" indicator to emphasize ecological perception
- Refine the calculation method of core indicators such as tree coverage
- Adjust biodiversity protection requirements
- Strengthen the proportion of native tree species (≥80%)
3. Key points for the implementation of the standard
Case analysis: calculation of tree coverage
Forest coverage=(area of arbor forest+area of bamboo forest+area of shrub forest+area of farmland forest network+area of tree planting on 'four sides'+area of green space in urban area)/total land area×100%
Note: It is necessary to distinguish the calculation requirements for different land types.
4. Implementation Suggestions
- Planning first: Formulate a scientific overall plan for forest city construction, and clarify phased goals and task decomposition
- Adapt to local conditions: Optimize forest species configuration and ecological restoration plans according to different city types (plains/mountains)
- Scientific and technological support: Use remote sensing technology (RS) and geographic information system (GIS) for dynamic monitoring and evaluation
- Public participation: Improve citizen participation and satisfaction through the "Internet + National Voluntary Tree Planting" platform
Appendix: Comparison of indicator systems
| Indicator name | Requirements for cities at or above the prefecture level | Requirements for cities at the county level |
|---|---|---|
| Rate of tree-lined roads in urban areas | Main roads and secondary roads ≥62% | Main roads and secondary roads ≥62% |
| Waterfront greening | Naturalization rate of shoreline ≥84%, greening rate ≥80% | Naturalization rate of shoreline ≥85%, greening rate ≥86% |
