GB/T 38549-2020 has systematically constructed a rural river life cycle management system for the first time, highlighting the following innovations:

Key technical requirements
1. Definition of management and protection scope
Chapter 4 of the standard innovatively proposes: Rivers without dikes shall determine the management scope according to the highest historical flood level, and in plain areas, the bank protection side shall extend ≥2 meters. Boundary stakes and public notice boards shall be set up in conjunction.
2. Ecological protection measures
- Plant configuration: Combination of submerged/emergent/floating plants, regular replanting rate ≥95%
- Water quality control: Reference GB3838-2002 standard, requiring that Class IV and above water quality account for ≥80%
- Biological restoration: Stock ≥50 filter-feeding fish per kilometer of river

- Establish a river management and protection list, and formulate one river, one policy by category
- Configure professional class=instrument>Management and maintenance equipment package (including water quality detector, dredging tools, etc.)
- Implement quarterly assessment + WeChat complaint instant response mechanism
The excellent rate of rivers has been increased from 62% to 89%.
