Introduction
Background and significance of international railway transport standards
Driven by the "Belt and Road" initiative, international railway transport represented by Yuxinou and China-Europe Express has become an important logistics channel connecting the Eurasian continent. The formulation of GB/T 38709-2020 fills the gap in the standards of my country's international freight forwarding industry in the field of railway transport, and provides a standardized operating framework for cross-border land trade.

Transport document management system
The standard constructs a three-level document system:
FCT transport certificate (issued by freight forwarder) →International combined transport waybill (issued by railway) →Customs declaration document (customs filing)
The document handover must comply with GB/T 31084 requires that electronic data be kept for no less than 3 years.
