Introduction

Analysis of the core content of the standard

GB/T 39063-2020 is my country's first national standard specifically for the recall risk assessment of electronic and electrical consumer products, and is applicable to the safety risk assessment of household appliances, audio and video equipment, etc. The standard innovatively constructs a risk transfer path model to provide a scientific basis for decision-making on the recall of defective products.

Key Process of Risk Assessment

Phase Core Work Technical Points
Risk Identification Diagnosis of Product Hazards Analysis of Product/Personnel/Environmental Elements
Risk Analysis Assess the Severity and Possibility of Injury Calculate Using Probability Product Formula
Risk Assessment Determine the Risk Level 4×8 Matrix Partition Method

Injury severity grading system

The standard divides the consequences of injury into 4 levels:

  1. Level 4 (Severe): Fatal injury or permanent disability
  2. Level 3 (Moderate): Functional injury requiring hospitalization
  3. Level 2 (Mild): Temporary injury that can be treated in outpatient clinics
  4. Level 1 (Minor): Minor discomfort that does not require professional treatment

Typical case: Cardiac arrest caused by leakage from an electric water heater is a level 4 injury, while minor burns are level 2.

Implementation recommendations and special considerations

Special considerations for producers

  • A full life cycle risk assessment mechanism needs to be established
  • Focus on the grounding protection and insulation performance of household appliances
  • The assessment level should be raised for vulnerable users (elderly/children)

Key points for regulatory agencies

  • Prioritize the principle of severity of consequences
  • High-risk products (S/HH grade) should be recalled immediately
  • Establish a cross-regional injury information sharing platform

Technological evolution and the value of standards

This standard introduces the probabilistic risk assessment method into the consumer product field for the first time, and has three major breakthroughs compared to traditional qualitative assessment:

  1. Quantitative calculation of the possibility of harm (formula: P=∏Pi)
  2. Introduction of sensitivity analysis to verify the reliability of the results
  3. Establishment of a corresponding relationship between risk levels and recall measures

The implementation of the standard will significantly improve the safety control level of my country's electronic and electrical products, and is expected to increase the efficiency of recall decisions by more than 40%.
