GB/T 39580-2020 establishes the technical framework for the management of health card identifiers in my country, which mainly includes two major coding systems:

Key Technical Points
IIN Coding System
Special Identifier Structure for Healthcare: Starting with 80 + 3-digit national standard code + issuer ID with a maximum of 12 digits. The check digit adopts the GB/T 15694.1 standard.
RID Coding System
Based on the ASN.1 coding rules, registration categories are divided into:
• Class A: International registration (9-digit BCD number)
• Class D: National registration (3-digit national standard code + 24-digit custom)
• Class E: Standard identification (OID system)
Standard Implementation Recommendations
- Card issuers should strictly distinguish between the roles of card issuers and health care application providers
- IC card systems must be compatible with both IIN and RID dual identification systems
- Registration application materials must include GB/T 2659 standard country code certification documents
Application Case: Medical Insurance Card System Transformation
When a provincial medical insurance platform was upgraded, the original 6-digit issuer ID was expanded to 12 digits, with the leading code 80+156 (China code)+123456789012 (institution code), which meets the requirements of clause 5.2 of this standard.
Comparison with international standards
This standard is modified to adopt ISO 20302:2014, with the following main differences:
- Added RID registration procedure chapter (5.3)
- Replaced ISO 3166-1 country code with GB/T 2659
- Appendix A Supplementary registration class value description
