Four-level indicator system for credit evaluation

Take Construction drawing review agency as an example:

  • Credit willingness (15 points): The review process, charging standards and complaint channels must be made public
  • Credit guarantee (35 points): It is required to establish a three-type credit file system including electronic files
  • Credit performance (15 points): Focus on checking judicial records and public welfare participation
  • Credit results (35 points): Quantitative scoring based on the "good and bad reviews" data of government services

Implementation points

Mechanism for handling special circumstances

Newly established institutions must complete one evaluation cycle before they can be rated. The results of off-site ratings will be mutually recognized across regions after verification, significantly reducing institutional transaction costs.

Digital application scenarios

The standard explicitly requires that the results be publicized through channels such as the National Integrated Government Service Platform, and data sharing with "Credit China" will be achieved to build a joint punishment network.


Background of standard evolution

In response to the 2014-2020 Social Credit System Construction Plan, a special evaluation framework was established for the first time to address the problems of charging chaos and varying service quality in the intermediary service field. Compared with the GB/T 22116-2008 corporate credit standard, 7 new intermediary industry-specific indicators have been added.

  2. Conduct self-inspection of credit commitment fulfillment every quarter
  3. Implement a service capacity improvement assistance plan for Class C institutions
