Analysis of the core framework of the standard

GB/T40147-2021 has established a three-dimensional science and technology evaluation framework that includes basic principles, procedural specifications and element systems. For the first time, the standard systematically proposes 11 basic principles of "independence, objectivity, fairness, science, professionalism, credibility, pragmatism, responsibility, standardization and respect", and specifies the implementation requirements of each principle.
