《GB/T 40583-2021生态设计产品评价技术规范 电池产品》由TC297(全国电工电子产品与系统的环境标准化技术委员会)归口,TC297SC2(全国电工电子产品与系统的环境标准化技术委员会环境设计分会)执行,主管部门为国家标准化管理委员会。

Introduction

Analysis of the core framework of the standard

Battery type Core indicator Test standard Limit requirement
Lithium-ion battery Energy density/cycle life GB/T31484 ≥150Wh/kg and ≥300 cycles
Zinc negative electrode primary battery Heavy metal content GB24427-2021 Hg≤0.0005%,Cd≤0.002%
Lead-acid battery Recycled lead utilization rate Appendix A ≥35%

Detailed explanation of key technical requirements

1. Control of restricted substances

The standard strictly restricts six hazardous substances: lead (Pb), mercury (Hg), cadmium (Cd), hexavalent chromium [Cr(VI)], polybrominated biphenyls (PBB), polybrominated diphenyl ethers (PBDE), specific requirements:

  • Mercury content of lithium-ion battery module ≤0.0005%
  • Cadmium content of portable batteries ≤0.002%
  • Cadmium content of lead-acid batteries = 0, mercury ≤5mg/kg

2. Implementation of Life Cycle Assessment

Enterprises are required to conduct full life cycle assessment in accordance with GB/T24040 and GB/T24044 standards, focusing on:

  1. Impact of mineral mining in the raw material acquisition stage
  2. Energy consumption and emissions in the production process
  3. Energy efficiency performance in the use stage
  4. Resource utilization rate of recycling and treatment

Enterprise implementation suggestions

Management system construction

Three major systems need to be established simultaneously:

System type Standard basis Critical Control Points
Quality Management GB/T19001 Verification of Hazardous Substance Alternative Technology
Environmental Management GB/T24001 Clean Production Audit (Must reach Level II)
Occupational Health GB/T45001 Heavy Metal Contact Protection

Key Technology Improvement Directions

  • Material Innovation: Development of Cadmium-free Lead Alloys, Bio-based Diaphragm Materials
  • Process Optimization: Elimination of Hydrochlorofluorocarbon Cleaning Process (Explicitly Prohibited by the Standard)
  • Recycling system: Establish a battery coding traceability system to increase the lead recycling rate to 100%

Standard evolution analysis

Compared with previous standards, the breakthroughs of GB/T40583-2021 are:

  1. Expansion of evaluation dimensions: For the first time, zinc negative electrode primary batteries are included in the scope of eco-design evaluation
  2. Indicator refinement: Distinguish the different energy consumption requirements of consumer/power/energy storage lithium batteries
  3. Enhanced operability: Appendix A provides specific calculation formulas for the utilization rate of recycled lead, etc.
