This standard systematically standardizes the authenticity verification system of vegetation cover remote sensing products, with the following highlights:
- Term definition: Clarify key concepts such as vegetation cover (0-1 dimensionless value) and relative true value
- Temporal and spatial consistency requirements: Time deviation during vegetation stability period ≤5 days, and during rapid growth period ≤2 days
- Sample stratification: Verify by low (≤0.2), medium (0.2-0.5), and high (>0.5) coverage

Technology evolution analysis

- Special treatment for row-sown vegetation: sampling unit needs to be >2 times the row spacing, and the rows are measured separately
- Double-layer measurement of high vegetation: coverage synthesis algorithm for bidirectional photography of the upper and lower canopy (FVC=fup+(1-fup)fdown)
- Spatial-temporal interpolation specifications: clarify the applicable conditions and error control of the linear interpolation method
Implementation suggestions
- Equipment selection: give priority to remote-controlled digital cameras with a field of view of <60°, and the flight altitude of drones ≤100m
- Measurement period: avoid the strong light period at noon, and choose cloudy days or morning and evening for measurement
- Quality Control: The inspection report must include the three core indicators of RMSE, MAE, and R²
- Special Terrain: In mountainous areas, the sample size should be increased and slope and aspect information should be recorded
