Introduction

1. Background of standard formulation and analysis of technological evolution

With the increasing awareness of global marine environmental protection, the International Maritime Organization (IMO) and governments of various countries have successively issued a series of regulations to reduce ship pollution. The National Standard of the People's Republic of China GB/T 42688-2023 came into being in this context, aiming to regulate the discharge and treatment requirements of ship toxic liquid substance residues and ensure marine ecological safety.


2. Comparison of standard frameworks

Classification category Definition Discharge requirements
X-class toxic liquid substances Toxic liquid substances that cause significant harm to marine resources or human health. Discharge is prohibited and must be discharged into receiving facilities.
Class Y Toxic Liquid Substances Toxic liquid substances that are harmful to marine resources or human health or affect the maritime environment. Strictly restrict discharge conditions and must comply with GB3552 standards.
Class Z Toxic Liquid Substances Toxic liquid substances that are less harmful to marine resources or human health. Discharge is allowed, but must be kept away from protected areas.

3. Recommendations for Implementation of the Standard

3.1 Pretreatment and Discharge Management

Ship cargo tank prewashing procedures are key steps to ensure that toxic liquid substance residues are properly handled. For Class X and Class Y substances, cleaning must be carried out strictly in accordance with the procedures specified in Appendix A to reduce environmental risks. For example, when unloading highly viscous or solidified substances, high-temperature hot water should be used for cleaning, and the amount of washing water should be ensured to meet the calculation requirements.

3.2 Emergency Measures and Training

Crew members should receive regular training and be familiar with the handling procedures for different categories of toxic liquid substances. In emergency situations, such as leakage or accidental discharge, the emergency plan must be immediately activated, the port reception facilities must be contacted, and effective control measures must be taken to prevent the expansion of pollution.
