Introduction

Interpretation of the standard for pest risk analysis of cross-border transport of timber

GB/T 43161-2023 "Pest Risk Analysis of Cross-border Transport of Timber" is an important standard formulated by my country to protect forestry resources and ecological environment in the context of international trade. This standard specifies in detail the pest risk management measures for timber during cross-border transport and is applicable to round timber, sawn timber and related processed materials.

1. Background of standard formulation

With the increase in global trade, timber is circulated globally as an important commodity. However, quarantine pests carried by timber may pose a serious threat to forest health and biodiversity in the destination area. This standard aims to reduce the risk of introduction and spread of pests through scientific risk analysis and technical measures.

2. Evolution of standard technology

GB/T 43161-2023 refers to the International Standard for Phytosanitary Measures (ISPM) and is formulated in combination with my country's actual situation. Compared with the previous version, a new risk analysis of wood mechanically processed materials has been added, and the pest concerns for different commodity types have been refined.

Case: A country imports Chinese timber

The NPPO of the importing country should conduct a risk analysis on the imported timber in accordance with the requirements of this standard, focusing on checking the bark residue, processing records and inspection reports. For high-risk goods, systematic and comprehensive measures can be taken, such as purchasing in non-epidemic areas and implementing heat treatment.
