Standard Background and Significance

This standard was jointly developed by the China Visually Impaired Cultural Information Service Center and 12 other units including Tencent and Youku, filling the gap in technical standards in the field of multimedia information processing for the visually impaired in my country. The standard systematically regulates the full-chain technical requirements from script production to audio and video processing for the first time.

Application Case: Film and Television Drama Voice-over Production

In Tencent Video, clause 5.3.3 Character Description must be strictly enforced: when a character appears for the first time, the description of characteristics such as gender and age must be completed within 0.5 seconds, and the error in synchronization with the screen must be ≤3 frames.
