GB/T 45960-2025, "Information Technology Government Service Code Reference Model," is a key standard jointly issued by the State Administration for Market Regulation and the Standardization Administration of China, and will be officially implemented in 2025. This standard, as the core foundation of the government service code series, together with GB/T 45959, "Code System Technical Requirements," and GB/T 45957, "Code System Interface Requirements," constitute the complete government service code standard system.


Background and Significance of Standard Development

In June 2022, the State Council issued the "Guiding Opinions on Strengthening Digital Government Construction," which explicitly called for promoting nationwide interoperability and mutual recognition of electronic certificates and licenses, enabling more government services to be processed online, on mobile devices, and in one go. As a key technical means to achieve this goal, the government service code authorizes data access through a "scan and display code" method, aligning with public usage habits while meeting compliance requirements under the Data Security Law and the Personal Information Protection Law.

This standard unifies the technical specifications of the government service code for the first time, solves the mutual recognition problems caused by the independent construction of various regions and departments, and provides technical support for the construction of a national integrated government service system.

Code output requirements

The government service code uses the grid matrix code (GM code) specified in GB/T 27766-2011 as the carrier. A logo that does not exceed 10% of the image area can be placed in the center of the QR code. This design ensures both reading efficiency and brand recognition requirements.

The national platform government service code system includes a unified routing module. Each region and department will register the routing analysis rules and decoding addresses to the national platform to implement the mutual recognition principle of "whoever makes the code, whoever decodes it".
