Introduction

Background and Significance of Standard Development

GB/T 46013-2025, "Evaluation Requirements for Green Supply Chains in the Furniture Industry," is a recommended national standard jointly issued by the State Administration for Market Regulation and the Standardization Administration of China. This standard, which will be officially implemented in 2025, marks the entry of standardized and regularized development of green supply chain management in China's furniture industry.

With the deepening advancement of the global concept of sustainable development, the furniture industry, as a resource-intensive industry, faces severe environmental pressures and the need for transformation and upgrading. By establishing a scientific and comprehensive evaluation system, this standard guides furniture companies to achieve efficient resource utilization and minimize environmental impact throughout the entire life cycle, from product design, raw material procurement, manufacturing, logistics and transportation, to recycling.

Analysis of core term definitions

Chapter 3 of the standard clearly defines 8 key terms, providing a conceptual basis for green supply chain evaluation:

Term name Definition points Source standard
Green supply chain The concept of environmental protection and resource conservation runs through the entire process of the enterprise from design to scrapping GB/T 33635-2017
Green manufacturing A modern manufacturing model with low consumption, low emissions, high efficiency and high benefits GB/T 28612-2023
Green Design A design method that comprehensively considers product performance, quality, cost and green manufacturing attributes GB/T 28612-2023
Green Procurement Purchasing practices that give priority to the procurement of environmentally friendly raw materials, products and services that save energy, water and materials GB/T 33635-2017

Evaluation Index System Architecture

Chapter 6 of the standard establishes a three-level evaluation index system, including 6 first-level indicators, 3 second-level indicator categories and 47 third-level indicators:

First-level indicators Score weight Second-level indicator categories Number of third-level indicators
Management Indicators 100 points Basic category (80 points) + Feature category (20 points) 8 items
Green Design 100 points Basic category (40 points) + Feature category (60 points) 2 items
Green Procurement 300 points Basic category (160 points) + Feature category (65 points) + Improvement category (75 points) 11 items
Green Production 300 points Basic category (210 points) + Feature category (60 points) + Improvement category (30 points) 11 items
Green Logistics 100 points Basic category (35 points) + Feature category (50 points) + Improvement category (15 points) 4 items
Green Recycling 100 points Basic category (25 points) + Feature category (65 points) + Improvement category (10 points) 11 items

The design of the indicator system follows the life cycle principle, comparability principle, representativeness principle and weak correlation principle to ensure the scientificity and practicality of the evaluation results.

Scoring rules and grade division

The standard adopts a multi-level comprehensive evaluation method with a total score of 1000 points. It is divided into six grades according to the comprehensive score:

Grade Score Range Star Identification Management Requirements
Undefined Grade A<200 - Failed to meet basic requirements
One Star 200≤A<400 Initially establish a green supply chain management system
Two Star 400≤A<600 ★★ Systematic green supply chain management has been basically established
Three-star 600≤A<700 ★★★ Green supply chain management is relatively complete
Four-star 700≤A<800 ★★★★ Green supply chain management has reached an advanced level
Five-star 800≤A≤1000 ★★★★★ Green supply chain management has reached an industry-leading level

Implementation Recommendations and Application Guidance

Basic Requirements for Enterprises

Enterprises participating in the evaluation must meet nine basic requirements, including legal person status, environmental compliance, safety records, and the integrity of their management systems. Specifically, enterprises must have received no environmental penalties at the municipal level or above within the past three years and possess industry-leading sales profitability.

Key Implementation Steps

  1. System Diagnosis: Evaluate the current supply chain management status against the standard requirements
  2. Gap Analysis: Identify gaps and room for improvement with the standard requirements
  3. Improvement Implementation: Develop an implementation plan and improve management systems and processes
  4. Evaluation Preparation: Collect and organize relevant evidence and materials, and conduct self-assessment
  5. Continuous Improvement: Establish a long-term mechanism to continuously improve the level of green supply chain management

Key Points

  • Attach importance to supplier management and establish a comprehensive green supplier certification and audit mechanism
  • Strengthen data collection and information construction, and establish a green supply chain management information platform
  • Pay attention to the environmental impact of products throughout their life cycle, and control resource consumption and pollution emissions from the design source
  • Establish a reverse logistics system and implement the extended producer responsibility system

Industry Impact and Development Trends

The implementation of GB/T 46013-2025 will have a profound impact on the furniture industry:

Promote industrial transformation and upgrading: Promote furniture companies to transform from traditional manufacturing to green manufacturing, and enhance the overall competitiveness of the industry.

Guide consumer market choices: Provide consumers with a basis for green choices through star ratings, and promote green consumption.

Promote technological innovation: Encourage companies to increase investment in environmental protection technology research and development and develop green materials and processes.

Enhance international competitiveness: Meet international green trade requirements, break down green trade barriers, and expand international markets.

With the deepening implementation of the dual carbon goals, green supply chain management will become one of the core competitive advantages of furniture companies. This standard provides furniture companies with a clear implementation path and evaluation criteria, which will effectively promote the green, low-carbon, and high-quality development of the industry.
