1.0.1 This code is formulated with view to preferably implementing national urban plan, laws, regulations and policies concerning power and energy, improving the scientificity, rationality and economical efficiency of urban power plan, as well as ensuring planning quality.
1.0.2 This code is applicable to urban power planning.
1.0.3 Main contents of urban power plan shall cover: forecasting urban electricity load as well as determining urban power supply sources, urban power network layout framework, position and land used for important urban power facilities and corridors.
1.0.4 Urban power plan shall comply with principle of combining the far with the near, advancing properly, arranging reasonably, environmentally friendly, resource conservation and sustainable development.
1.0.5 Principle of using land reasonably and saving land shall prevail while power plant, substation, switching station, power line and other power facilities in urban planning area are planned in ground and underground spaces and lands.
1.0.6 Besides those specified in this code, urban power plan shall also meet those specified in current relevant national standards.
