Introduction
1. Background of standard formulation and analysis of technological evolution
In accordance with the requirements of the Ministry of Housing and Urban-Rural Development's "Notice on Issuing the 201 Asian Project Construction Standard Formulation and Revision Plan" (Jianbiao [20334 Il6% No.), the standard formulation team has formulated this standard after extensive investigation and research, careful summary of practical experience, and reference to relevant international standards and advanced foreign standards, and on the basis of extensive solicitation of opinions.
2. Comparison table of standard frameworks
| Dimensions | Domestic standards | International standards | Standards in other regions |
|---|---|---|---|
| General Provisions | Scope of application, normative reference documents | Requirements of the International Convention on Energy Efficiency in Buildings | EUEnergy Performance of Buildings Directive |
| Terms | Building energy management contracting, energy saving calculation methods, etc. | building energy performance contracting, etc. | USAASHRAE Standards |
| Basic regulations | Project identification and boundary determination, evaluation method confirmation, etc. | International building energy-saving technical requirements | Japan's Building Energy Efficiency Act |
3. Professional terminology explanation and practical application cases
Project boundary: Refers to the operating time, scope and geographical location boundary of the energy-consuming equipment and systems affected by the implementation of energy-saving renovation measures. For example, in the renovation of the air-conditioning system of a commercial complex, the project boundary should include all the cold and heat source equipment and their control systems involved in the renovation.
Baseline period: Refers to the time period before the implementation of the building contract energy management project that can represent the operating rules of the energy-consuming equipment and systems within the project boundary. For example, in the energy-saving renovation of a certain university teaching building, the energy consumption data from 2019 to 2020 can be used as the baseline period.
4. Calculation method of building energy saving
- Bill method:By collecting the metering data of the meter, the energy consumption difference before and after the building energy-saving renovation is analyzed to determine the energy saving. Applicable to projects with complete energy consumption bills.
- Measurement method:By measuring the parameters related to energy consumption of energy-consuming equipment and systems before and after the building energy-saving renovation, the energy consumption difference before and after the renovation is obtained to determine the energy saving. Applicable to projects with stable operating conditions of energy-consuming equipment or systems.
- Simulation method:Use building energy consumption simulation software to simulate the energy consumption before and after the building energy-saving renovation to determine the energy saving. Applicable to projects where energy consumption bills cannot be obtained and energy consumption and related parameters cannot be measured.
